Enforcement begins this week.  &lt;br /&gt;--------------------------------------------------------------------------------&lt;br /&gt;&lt;br /&gt;Paid parking will soon return to Galveston Island’s downtown. In 2008, flood waters from Hurricane Ike destroyed 915 of the City’s parking meters. The City, with help from FEMA and guidance from the Downtown Merchants Oversight Committee, revamped the original meter footprint and applied for an improved project covering just the immediate downtown area.&lt;br /&gt;&lt;br /&gt;City officials anticipate all parking stations will be in the ground by the end of the month.&lt;br /&gt;&lt;br /&gt;Courtesy notices announcing paid parking’s return to downtown patrons, residents, and merchants have been in circulation. Officials are cautioning drivers: no grace period.&lt;br /&gt;&lt;br /&gt;After a carefully documented process crews are now busy installing parking stations through out the downtown area. Numbered spaces with defined boundaries are part of the new downtown paid parking program. So are parking ambassadors, a uniformed group of trained employees who will function as way-finders and mobile visitor centers in addition to enforcing necessary parking regulations.&lt;br /&gt;&lt;br /&gt;Adding to the innovative technology these smart parking stations will allow the parking public to pay by cash, change, or credit card and purchase additional time in their numbered slot via their cell phone. The meters also supply a Wi-Fi signal to downtown that can be accessed by visitors, businesses, and residents.&lt;br /&gt;&lt;br /&gt;In the event of another storm, components will be removed and transported out of harm’s way.&lt;br /&gt;&lt;br /&gt;In August 2009 the Galveston City Council entered into a public-private partnership with Ampco System Parking. Under the agreement Ampco will manage the downtown parking program as part of a revenue sharing arrangement. The City’s portion of the parking collections will first go to pay down the grant matching funds and the balance will go to the Galveston Island Convention and Visitor’s Bureau to promote and market the Island’s downtown.&lt;br /&gt;&lt;br /&gt;Downtown Galveston Paid Parking: Fee: $1.25/hour&lt;br /&gt;Operation: 9:00 a.m. – 6:00 p.m., Monday – Saturday pay to park&lt;br /&gt;Sundays free to park&lt;br /&gt;&lt;br /&gt;Area: 20th to 25th Streets; Pedestrians&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;&lt;span style="font-size:85%;"&gt;Repairs to Flagship Pleasure Pier Require Lane Closures for Next 30 Days&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;Galveston, Texas June 7, 2010&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;Island officials are advising the public that repairs to Galveston’s Flagship Pleasure Pier will affect pedestrian and vehicular traffic on Seawall Boulevard for the next 30 days.  Starting tomorrow, Tuesday, June 8th crews will begin removing the collapsed ramp in preparation for new construction as well as repairs to the property’s existing approach.  Vehicular lane closures and pedestrian detours will be limited to the intersection of 25th Street &amp;amp; Seawall Blvd.&lt;br /&gt;&lt;br /&gt;The public is advised that the far right east-bound traffic lane and parking lane; and the sidewalk in front of the property will be closed on and off, during the day, Monday – Friday, for the next 30 days.  Pedestrians will be detoured to the north side of Seawall at the 25th Street intersection.  Each evening crews will re-open the far right east-bound traffic lane and reinstate pedestrian access.  The beach directly beneath the property will remain closed to the public until construction is complete.&lt;br /&gt;&lt;br /&gt;The Flagship Hotel is a prominent reminder of the damage inflicted by 2008’s Hurricane Ike.  Landry’s Restaurants Inc. unveiled plans to restore the property to its historic Pleasure Pier prominence in October 2009.  Shortly thereafter corporate executives appeared in front of the Galveston City Council seeking a special use permit, the first step towards the property’s renovation. Other than a few touch-up items, which usually occur at the end of a project, we are happy to close this "Ike chapter" and move on.&lt;br /&gt;&lt;br /&gt;The Board realizes that some owners are planning to upgrade their television reception.  For those who are considering adding a satellite dish, please know that you will need the approval of the PCTH Architectural Control Committee.  The application is available at &lt;a title="http://www.piratescovetownhomes.com/" href="http://www.piratescovetownhomes.com/"&gt;www.piratescovetownhomes.com&lt;/a&gt;, click on Homeowners then Architectural.  For those owners who already have a satellite dish installed, you do not need to apply. In conjunction with that ownership approach, a bulk account contract was established with Time Warner Cable who has since become Comcast. Over the years as fractional ownerships were converted to full ownership units, some owners may have continued to receive cable TV services without having established a personal account with Time Warner or Comcast.&lt;br /&gt;&lt;br /&gt;The contract has now expired and the PCTH Board of Directors has decided to provide Comcast with a Right of Entry (ROE) license agreement allowing them to step onto the common area property to maintain (actually clean up and repair/replace) the five cable pedestals located around the property that were damaged after Hurricane IKE.&lt;br /&gt;&lt;br /&gt;Although Comcast offered some very favorable pricing under a new bulk account agreement, all units would need to be included in the pool and the Board did not want to increase costs to the owners by adding a prorated fee to the current maintenance costs and many owners have alternate providers in place or have elected no service with any provider for TV coverage.&lt;br /&gt;&lt;br /&gt;This agreement means that services with Comcast will need to be arranged directly with each owner or with a provider of your choice (Direct TV, etc) but the ROE agreement will be in place so Comcast can step on the common area property should you choose to contract with them. The work underway, Phase I, is following the Master Plan that was discussed at the Annual Owners' Meeting on September 26, 2009.  The entire complex has new roofs, of which this particular project will be completed by Thanksgiving!&lt;br /&gt;&lt;br /&gt;Remember that the monthly maintenance fee of $410.81 will take effect February 1, 2010.  As you know, this increase is to service the SBA debt.  For those of you who wish to treat this as an annual assessment, please advise Tim Towner so he can invoice you accordingly.  The Board continues to work with our attorneys regarding an insurance settlement; the status of which will be forthcoming fairly soon.&lt;br /&gt;&lt;br /&gt;While we look ahead to Thanksgiving, I think it is appropriate to pause and think of how far all of us have come since the devastation of Hurricane Ike.  We are blessed that the damage to our individual units was just "things," and that we did not suffer the loss of life. The following is a summary of the significant parts of the project that was discussed at the meeting.&lt;br /&gt;&lt;br /&gt;The project will be from the end of the Seawall to the San Luis Pass Bridge.  Total cost will be approximately $3.9 million and using stimulus funds. &lt;br /&gt;&lt;br /&gt;The preparation for the project will commence immediately with sign placements, stationing vehicles, etc.  Construction will start after Thanksgiving and take approximately six months, hopefully completed by March 1, 2010. As evidenced by this work underway, The Association has been able to draw funds from the SBA Loan for this first phase of work that is dependent on the SBA funding. &lt;br /&gt;&lt;br /&gt;The PCTH Board, with a quorum in David Henley's absence, met with The Association's attorneys, Rick Carrasco and Louis Lippman, on Friday, October 30, 2009, in the Houston law offices of Rollin Fisher.  Members of the Board, as well as managing agent, Tim Towner, thoroughly reviewed the status of the legal work done on The Association's behalf from January to October 30.  Rick Carrasco was obligated by TWIA to present a settlement offer to The Board, which was not accepted by unanimous vote of The Board.&lt;br /&gt;&lt;br /&gt;Where are we now?  The Board set a dollar amount to present to TWIA as a settlement.  The Board also set a timeline for acceptance, or another more tangible offer, by the end of November.  Upon review of another offer, The Board will review it and either accept or move to the next step of filing suit against TWIA by the end of the year. Chimney enclosures and caps are being replaced, as the roofs are being replaced, to minimize the amount of foot traffic once the new roof is in place.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;Lower level stucco wall replacement on waterfront units (1-27), as well as a few strategic complete wall replacements. will commence in line with SBA loan funding.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;Flowers beds have been re-planted against walls that have already been replaced; future beds will be planted as additional walls are replaced with siding.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;Permanent "Power of Attorney" signs have been placed at both entrances to the property.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;Work orders have been released to repair/replace the vinyl fencing along the western property line, as well as leveling the waterside end of the existing dock. Fishing lights will be replaced at the end of the dock once the leveling work is complete.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;Owners' planting areas throughout the complex are looking nice. Please remember to utilize the ACC form and procedures for any tree installation on the area outside the owners' planting area.&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Reconstruction efforts are expected to continue over the next few months. Please see information from the Texas Department of Transportation below.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Effective September 1, 2009, golf carts no longer can be titled or registered. If golf cart owners come in after September 1st, even if they had August renewals, they cannot register their golf carts.&lt;br /&gt;&lt;br /&gt;NOTE:  Golf carts may continue to be registered in Grayson County, but only with golf cart license plates.  Golf cart license plates may not be issued in other counties, however.&lt;br /&gt;&lt;br /&gt;Since registration renewal notices are created far in advance of the actual expiration date, customers will receive September and October registration renewal notices for golf carts. Registration should not be renewed on and after September 1, 2009 even if you have customers who present a registration renewal notice.&lt;br /&gt;&lt;br /&gt;Renewal notices for golf carts with November 2009 or later expiration will not be mailed.  We are sending letters to all golf cart owners we can identify to let them know of the change, effective September 1st. City crews successfully installed two generators at the Airport Water Pump Station this afternoon and repowered the facility.&lt;br /&gt;Officials caution residents that water pressure will remain low while the system re-pressurizes.  Water pressure will continue to fluctuate until the entire system refills.  This process will take several hours to complete.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;A boiled water notice remains in effect for all areas on Galveston Island west of 81st Street, including Treasure Island in Brazoria County.&lt;/strong&gt; As a precaution, for the next 48 hours, or until the City of Galveston withdraws the notice, individuals are instructed to boil their water or rely on bottled water for drinking and cooking. Once the City has sampled and tested the water in accordance with TCEQ regulations, the boil water notice will be lifted. At that time, residents and business owners will need to flush their own lines by turning on indoor and outdoor faucets, both hot and cold taps, and allowing water to run for several minutes. &lt;strong&gt;Galveston officials are requesting all property owners west of 81st Street to turn off their irrigation systems and refrain from any outdoor watering until further notice.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;"It is imperative to conserve water this weekend," stated Brandon Wade, Deputy City Manager. "Our storage tanks are empty and we must concentrate on providing water for indoor use. This means no outdoor watering, period," he added. Water service for all areas west of 81st Street, including Jamaica Beach, was disrupted earlier today due to an electrical fire that broke out at 1:56 am this morning at the City of Galveston's Airport Pump Station. The fire caused significant damage to the electrical circuit that powers the facility. The Galveston City Council convened an emergency meeting at noon today and authorized $100,000 in funding for temporary repairs. It's likely that generators will power the pump station for the next several weeks until  permanent repairs are completed.
